Disable Help and Tips within Insided Admin

Please make it possible to hide the Help and Tips section or be able to move/minimize it.

I’ll have to try and recreate the conditions, but effectively the helps and tips button was getting in the way of other functionality on the site. Will add screenshots once I can repro.
