Using logins for rank criteria

When setting up my rank criteria, if I use number of logins to progress to the next level, but my user saves their login information in their browser the first time they sign in and technically always stays logged in (never need to re-login) will they ever achieve the next rank?

To answer your question, it’s quite likely that users who remain logged in permanently probably wouldn’t get any progress, especially if they remain in the same login session forever somehow. I’d recommend making this into a badge instead.

It’s also worth noting that you’re also technically creating something that can be abused here. If you simply require me to login 10 times in order to rank up, I could do that in under 90 seconds after signing up, simply by rapidly logging out and back in. Perhaps logging in across X number of unique days might be more appropriate in that regard.
